THAT: The minutes of the meetings held on September 8th, 2025 be confirmed.

THAT: Report CC-11-25 relating to a Designated Heritage Permit Guide and Application be received for information; and further, THAT: Council adopt the Designated Heritage Permit Guide and Application.

THAT: Report PD-41-25 relating to a Community Improvement Program Grant for 76 Rosebery Place be received for information; and further, THAT: Council direct a by-law be prepared to enter into a Community Improvement Program Grant Agreement with Alexander Wilhelm Zulu relating to CIP Application 2024-140.

THAT: Report CMO-39-25 relating to City-Owned Land – Process for Housing Sites and Land Acquisition Policy be received for information; and further, THAT: The Real Property Acquisition Policy attached to Report CMO-39-25 be approved.

THAT: Report PD-43-25 relating to Site Plan Application Numbers SPC 07-25, SPC 08-25, SPC 10-25, SPC 11-25 and SPC 12-25 be received for information.

THAT: Report CC-10-25 relating to the St. Thomas Municipal Airport Hangar Maintenance Garage Addition - Tender Award be received for information; and further, THAT: Council approve the award of this tender to PK Construction Inc in the amount of $525,637.29, excluding HST.

THAT: The recommendations, directions and actions of Council in Committee of the Whole as recorded in the minutes of this date be confirmed, ratified and adopted.

THAT: Leave be granted to bring in the following by-laws: 1. A by-law to confirm the proceedings of the Council meeting held on the 15th day of September, 2025. 2. A by-law to appoint a Director of Finance and City Treasurer for the City of St. Thomas (Adam Boylan) 3. A by-law to amend By-law No. 138-2020, being a development charge by-law for the Corporation of the City of St. Thomas. (City-wide) 4. A by-law to amend By-law No. 139-2020, being a development charge by-law for the Corporation of the City of St. Thomas. (South Block Area) 5. A by-law to amend By-law No. 140-2020, being a development charge by-law for the Corporation of the City of St. Thomas. (Dalewood) 6. A by-law to amend By-law No. 141-2020, being a development charge by-law for the Corporation of the City of St. Thomas. (Northwest Area 1) 7. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Tessa Kuipers (Grant Acknowledgement Agreement - Community Improvement Program – File No. 2023-128 – 4 Scott Street)
