Council Meeting

THAT: Council appoint Councillor Peters as Presiding Officer for this meeting of Council.

THAT: The minutes of the meeting held on October 7, 2024 be confirmed.

THAT: Report PRF-23-24 be

THAT: Report ES-45-24 relating to Remembrance Day Service – Road Closure Request be received for information; and further, THAT: Council approve the temporary closure of Moore Street between Talbot Street to Centre Street from 8:00 a.m. to 1:00 p.m. on Monday, November 11, 2024 to allow the Remembrance Day Service.

THAT: Report ES-44-24 relating to Winter Overnight Parking be received for information; and further, THAT: Council endorse the Overnight Parking Permit Policy included as Attachment 1 to Report ES-44-24; and further, THAT: Council authorize the suspension of overnight parking enforcement on December 25, 26 and January 1; and further, THAT: Council supports piloting a Lower Driveway Boulevard Parking Program included as Attachment 2 to Report ES-44-24 for a period of two years; and further, THAT: Council direct a by-law be prepared for its consideration to amend the Traffic and Parking By-law 45-89 accordingly.

THAT: Report ID-35-24 relating to Water Reclamation Facility 2 Procurement Strategy be received for information; and further, THAT: Council endorse the recommended Progressive Design Build procurement strategy.

THAT: Report ES-43-24 be received for information.

THAT: Report TR-15-24 relating to Budget Monitoring be received for information.

THAT: The recommendations, directions and actions of Council in Committee of the Whole as recorded in the minutes of this date be confirmed, ratified and adopted.

THAT: Leave be granted to bring in the following by-laws: 1. A by-law to confirm the proceedings of the Council meeting held on October 15, 2024. 2. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and 1000725093 Ontario Inc. (Residential Loan Agreement - Community Improvement Program - File No. 2024-143- 40 Wellington Street). 3. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Doug Tarry Limited. (File No.: 34T-21502 - Millers Pond Phase 5 (Stage 2) - 66 lots for single-detached dwellings and 16 lots for semi-detached dwellings).

THAT: The by-laws be now read a first time,

THAT: The report of Council in Committee of the Whole on the following by-laws be received and adopted, the same be read a third time, engrossed, signed by the Mayor and Clerk, sealed and numbered. 1. A by-law to confirm the proceedings of the Council meeting held on October 15, 2024. (B/L 108-2024) 2. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and 1000725093 Ontario Inc. THAT: This meeting be closed to deal with information explicitly supplied in confidence to the municipality by the Province of Ontario and a personal matter about an identifiable individual at 6:02 p.m.

THAT: Council now rise from Closed Session (6:40 p.m.)

THAT: Leave be granted to bring in the following by-law: 4. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the City of St. Thomas and His Majesty the King in right of Ontario as represented by the Minister of Economic Development, Job Creation and Trade. (Ontario Transfer Payment Agreement)

THAT: The by-law be now read a first time,

THAT: The report of Council in Committee of the Whole on the following by-law be received and adopted, the same be read a third time, engrossed, signed by the Mayor and Clerk, sealed and numbered. 4. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the City of St. Thomas and His Majesty the King in right of Ontario as represented by the Minister of Economic Development, Job Creation and Trade.
