Council Meeting

THAT: The minutes of the meeting held on September 2nd, 2025 be confirmed.

THAT: Report PD-42-25 relating to Community Improvement Program Grants for 4 Scott Street be received for information; and further, THAT: Council direct that a by-law be prepared to enter into a Community Improvement Program Grant Agreement with Tessa Kuipers relating to CIP Application 2023-128.

THAT: Report CMO-41-25 relating to Health Recruitment Partnership – Dr. Zulu Okoligwe be received for information; and further, THAT: Council direct that a by-law be prepared to enter into a Health Recruitment Partnership Agreement with Dr. Zulu Okoligwe for the provision of $33,000 in Health Recruitment Incentive funding.

THAT: Report CMO-42-25 relating to Health Recruitment Partnership – Nurse Practitioner Julia Petrakis be received for information; and further, THAT: Council direct that a by-law be prepared to enter into a Health Recruitment Partnership Agreement with Nurse Practitioner Petrakis for the provision of $5,000 in Health Recruitment Incentive funding.

THAT: Report SESS-22-25 relating to the Purchase of Service for Mission Systems Development Corp. be received for information; and further, THAT: A by-law be prepared authorizing the Mayor and Clerk to execute a Purchase of Service Agreement Amendment with Mission Systems Development Corp.

THAT: Report ES-33-25 relating to Inter-Community Transit Partnership Funding be received for information; and further, THAT: Council hereby confirms its participation in the Middlesex County inter-community transit cost-sharing model with a financial contribution of $ 422,813.20 over the next four years; and further, THAT: Council authorize Mayor and Clerk to execute the associated Ontario Transit Investment Fund contribution agreement with Middlesex County.

THAT: Report ES-34-25 relating to the Transit Service Contract Extension be received for information; and further, THAT: Council direct staff to exercise the City’s option to extend the Transit Contract for an additional three (3) year term based on the same terms and conditions outlined in the original Transit Contract.

THAT: Report TR-18-25 relating to the 2025 Community Grants for September be received for information; and further, THAT: Council approve the Community Grant to STEAM Education Centres Inc., in the amount of $1,327.

THAT: Report SESS-2 3 -25 relating to the Request to Hire Contracted Employees through the Homelessness Reduction Innovation Fund be received for information; and further, THAT: Council authorize staff to hire two additional 12-month contracted Housing Program Coordinators through the Homelessness Reduction Innovation Fund for the purposes of administering the new Prevention in Action initiative.

THAT: The recommendations, directions and actions of Council in Committee of the Whole as recorded in the minutes of this date be confirmed, ratified and adopted.

THAT: Report MHC-11-25 relating to the Request for Alterations - 20 Balaclava Street - Follow Up be received for information; and further, THAT: Council consent to the proposed alterations relating to the elevator shaft, balconies and windows and doors, as well as the addition as reflected in the additional materials received from Invizij Architects Inc. dated May 5th, 2025; and further, THAT: Notice of Council’s decision be provided to the Ontario Heritage Trust.

THAT: Leave be granted to bring in the following by-laws: 1. A by-law to confirm the proceedings of the Council meeting held on the 8th day of September, 2025. 2. A by-law to amend By-Law 189-2002 being a by-law to impose fees or charges with respect to Treasury matters. 3. A by-law to impose and consolidate various fees and charges with respect to Environmental and Infrastructure Services matters.

THAT: The by-laws be now read a first time,

THAT: The report of Council in Committee of the Whole on the following by-laws be received and adopted, the same be read a third time, engrossed, signed by the Mayor and Clerk, sealed and numbered. 1. A by-law to confirm the proceedings of the Council meeting held on the 8th day of September, 2025. (B/L 92-2025) 2. A by-law to amend By-Law 189-2002 being a by-law to impose fees or charges with respect to Treasury matters. (B/L 93-2025) 3. A by-law to impose and consolidate various fees and charges with respect to Environmental and Infrastructure Services matters. (B/L 94-2025)

THAT: This meeting be closed to deal with a personal matter about an identifiable individual and a position, plan procedure, criteria or instruction to be applied to any negotiations
