THAT: The minutes of the meetings held on December 9th, 2024 be confirmed.

THAT: Report SESS-16-24 related to the Built for Zero Canada and Homeless Individuals and Families Information System (HIFIS 4.0) Update be received for information.

THAT: Report ID-45-24 relating to Dalewood Water Reclamation Facility – PDB Stage 1 Design - Award be received for information; and further, THAT: The proposal submitted by North America Construction (1993) Ltd. be accepted.

THAT: Report ES-52-24 relating to On-Demand and Parallel Transit Booking Windows be received for information; and further, THAT: Council endorse the recommended On-Demand and Parallel Transit service improvements identified in Report ES-52-24 for implementation in February 2025.

THAT: Council establish the 2025 Budget at a target percentage increase of 3.93%.

THAT: Report CC-11-24 relating to Integrity Commissioner Services be received for information; and further, THAT: Council direct Administration to engage the firm of Aird Berlis LLP to provide Integrity Commissioner Services for the City of St. Thomas for an additional period through to May 31, 2027; and further, THAT: Council confirm the continued use of the Provincial Ombudsman for closed meeting complaints and investigations.

THAT: The recommendations, directions and actions of Council in Committee of the Whole as recorded in the minutes of this date be confirmed, ratified and adopted.

THAT: Council of the City of St. Thomas proclaim February 22nd, 2025 as "Kin Kindness Day" in the City of St. Thomas; and further, THAT: The Kin Canada flag be flown at City Hall for the week of February 14th to 22nd, 2025.

THAT: The motion relating to a reserve fund be

THAT: Leave be granted to bring in the following by-laws: 1. A by-law to confirm the proceedings of the Council meeting held on December 16, 2024. 2. A by-law to assume certain lands as part of the public highway known as Southdale Line. (Part 3 and 4 on Plan 11R-9413) 3. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and 1000576333 Ontario Incorporated. (Grant Acknowledgement Agreement - Community Improvement Program - File No. 2024-138 - 200 Centre Street)
